`SUBCHAPTER IV--PROHIBITION ON FUNDING OF UNLAWFUL INTERNET GAMBLING
`Sec. 5361. Congressional findings and purpose
`(a) Findings- Congress finds the following:
`(1) Internet gambling is primarily funded through personal use of payment system instruments, credit cards, and wire transfers.
`(2) The National Gambling Impact Study Commission in 1999 recommended the passage of legislation to prohibit wire transfers to Internet gambling sites or the banks which represent such sites.
`(3) Internet gambling is a growing cause of debt collection problems for insured depository institutions and the consumer credit industry.
`(4) New mechanisms for enforcing gambling laws on the Internet are necessary because traditional law enforcement mechanisms are often inadequate for enforcing gambling prohibitions or regulations on the Internet, especially where such gambling crosses State or national borders.
`(b) Rule of Construction- No provision of this subchapter shall be construed as altering, limiting, or extending any Federal or State law or Tribal-State compact prohibiting, permitting, or regulating gambling within the United States.

Simple Subchapter Title IV - and the "PROHIBITION ON FUNDING OF INTERNET GAMBLING
`Sec. 5361. Congressional findings and purpose
Congress had a meeting - after the rider was voted on to determine different points on this "Bill".
After they met - they determined that the items sublisted below are the "bare bones" of the information they want to convey - and the basic 'gist' of the Law.
In otherwords they will tell you "why" they think it is good/bad and any research to back it up at this point.
`(a) Findings- Congress finds the following:
`(1) Internet gambling is primarily funded through personal use of payment system instruments, credit cards, and wire transfers.
Here they tell us that they have found that internet gambling payments are processed by credit cards, payment system instruments (think Neteller, Moneybookers, etc.) and wire transfers (think ACH, e-checking, Western Union, etc.) Wire being by means of electronic transmission (email, programs that take digitally encrypted information to transfer monetary amounts, telephone transactions, etc.)
`(2) The National Gambling Impact Study Commission in 1999 recommended the passage of legislation to prohibit wire transfers to Internet gambling sites or the banks which represent such sites.

Ponder the information. I'll discuss this Commission later.
Suffice it say that I believe this study was spearheaded with the specific intent to enable the Unlawful Internet Gambling Law - I also believe it was not represented by ANY people who gamble recreationally nor professionally.
`(3) Internet gambling is a growing cause of debt collection problems for insured depository institutions and the consumer credit industry.
Here it is stated that it is a GROWING CAUSE of debt collection problems but they fail to mention by whom. Banks? Neteller? They all seem to be doing just fine by my book. They all seem to be making money - Well maybe not Neteller at the moment, but they (Neteller)certainly - at the time of the STUDY were making profit handoverfist.
Insured Depository Institutions. Wait... Doesn't INSURANCE Cover loss or debt? Oh. I forgot. It's just another double speak - something written to make it look more shocking or more meaningful.
Don't be fooled. Banks are doing just fine. You didn't see the Banking Institutions screaming for this law to be put into effect. They charged outrageous fees - made up money in debt collection and certainly banged the customer for every penny spent. HOWEVER, it is my belief that when banks actually started using their insurance (which they pay for - much like auto insurance) for FRAUD Cases and the GOVERNMENT had empty coffers - the Government's ears perked up very rapidly and they started screaming much like little robins expecting breakfast from Momma Robin.

Do Some Research. Read Banking Information and Regulation - Read Payment Systems. Get to know this website. It will be important in many laws to come - and it will be very important to know what exactly the reasons the Government and other agencies, politicians and lobbyists had for creating and forcing the Unlawful Internet Gambling Law.
The Consumer Credit Industry. Hmmm... Consumer Credit - doesn't that mean the Consumer CHOOSES to use their Credit? And in return they pay hefty fees?
And isn't it UP to the Consumer to regulate their own spending - and what bills they do or do not have? Hmmmm. Sounds like GOVERNMENT CONTROLLED CREDIT INDUSTRY to me.
In Fact - were you aware that the FTC (Federal TRADE Commission controls the Credit Industry?

There's so much more to this LAW than meets the eye. And we've only looked at the first few paragraphs so far. Go research this website. Read what it is about. Reading and looking is going to be what informs you - and allows you to understand what this LAW really means and WHY it was created.

New Mechanisms. Like NEW YORK - for example? Who has FORCED, unconstitutionally, the LOCK OUT of INTERNET GAMBLING WEBSITES...
From your own home, mind you. In New York, people cannot even go to ONLINE GAMBLING Oriented Websites. They cannot log on.
The ONLY other Country I am aware of that controls what it's viewers view online is China. Have we become a RED STATE?
Enforcement of Prohibition and Regulations. I need to ask something here - since when can you Prohibit something and yet Regulate it. If it is prohibited - how can you regulate it? There is nothing there to regulate.
Did the Government Prohibit Alcohol - yet Regulate the Underground Speakeasies?
Doublespeak surprises me - perhaps it is only interpretation - and mine alone - but it doesn't go together...
UNLESS - of course, you're expecting - in the future - to take the word PROHIBIT out - and create enforcement and regulation at a later time when you can own the world wide monopoly, can collect taxes and control the usage and monetary flow.
Regulation is what is done by an agency to keep a trade in check - under the government's thumb.

So... Uhm... Let me get this straight.
You have an Alaskan Native on the board of Commission for this study. Alaska has Pull Tabs and Bingo - but no Reservation Casino.
Personally I think Alaska might be the perfect Utopia for Gambling - like Las Vegas. But then again, personal opinion on this.
You don't have any other Reservation Casino based representatives on the Study.
Hmmmmm...
And furthermore - this section blatantly says Tribal and State Gambling is LEGAL - and this Law doesn't change anything about it.
So which is it? Can you gamble online or not?
Or can you only gamble online when a State says it is ok?
What Tribal Lobbyist slipped this commission money?
